IS A TINY AUTOMOBILE NECESSARY?
(By Candidate of Technical Sciences Ye. Mikhailovsky and Staff Correspondent B. Shelepenkov. Izvestia, June 2, p. 3. 1200 words. Condensed text:)

It seems to us that there cannot be two views as to whether or not our country needs its own miniature automobile. It is not by chance that you sometimes see small, rather odd-looking automobiles on the streets of Moscow and other cities. Usually they are a fantastic concoction of automobile and motorcycle parts.

Cne day we met and talked with the owner of such a car. "It's not a ZIM, of course, but it goes," he remarked modestly. "The little engine is reliable. The cylinder is from a motorcycle; I made the rest of the parts myself."
The owner of the car turned out to be a foreman in a machine- building plant. He had devoted himself to building an automobile that would completely satisfy his tastes and use a minimum amount of gasoline, and— most important — one that would not be expensive.

Thousands of people would like to own a tiny car. They have already waited a long time for our automobile industry to begin to produce small cars with so-called low-piston-displacement engines. Such cars are now being produced in Czechoslovakia, the German Democratic
Republic and many other Western countries. The wide distribution of such automobiles is completely logical. They have definite advantages.
They usually weigh from 400 to 600 kg. and consume five to seven liters of gasoline per 100 km. These cars are quite comfortable to ride in and have reliable engines that permit speeds of from 80 to 100 km. per hour. True, the exteriors of these small cars are not overly elegant; they do not dazzle with the gleam of chrome parts, but their compact form gives them lightness and grace.

■ "And for that reason we are all waiting impatiently for industry to give the people a good tiny car." (Photo by T. Fetisov, Izvestia, June 2, p. 3)

■ "Yes, absolutely necessary!" says Engineer V. V. Trofimov, member of the Moscow Motor Club of the Public Society for Cooperation With the Armed Forces. He designed and constructed on his own a light automobile with a low- piston-displacement engine. Its motorcycle engine gives it speeds of up to 100 km. per hour. Four independently suspended wheels provide steadiness and a smooth ride.

Why have our plants so far produced no small automobiles? It is possible to explain this only by the fact that the officials of the former U.S.S.R. Ministry of the Automobile Industry had an incorrect attitude toward such cars. Now one hears arguments to the effect that low-piston-displacement engines are really a step backward in automobile construction. ...

Soviet designers must exhibit initiative in this matter, since our needs are far from being filled by foreign models.
The best French car, the Lina-Panhard, reaches speeds of up to 140 kph. Four persons can sit comfortably in its comparatively small body.
The Italian Biat-600 also has certain merits. Although its engine is only 19 hp., the car reaches speeds of up to 100 km. per hour. The engine, transmission and other mechanical parts are located in the rear. The Fiat weighs 600 kg.
However, even these good cars have their shortcomings. One is that the so-called weight-bearing parts are too light. Strictly speaking, these cars were made to travel only on asphalt highways. Several of our designers are working on small cars that will not be too finically dependent upon the condition of the roads.
Several years ago Yu. A. Dolmatovsky, a Moscow designer, and workers of the Irbit Motorcycle Plant planned to produce the Belka [Squirrel], an automobile with a low-piston-displacement engine.* We happened to see the last model of this car at the All-Union Automobile and Engine Research Institute. The Belka was covered with dust and falling to pieces in the farthest corner of the shop.

* [For articles on and pictures of the Belka, see Current Digest of the Soviet Press, Vol. VII, No. 47, pp. 17-18.]

"The Belka is finished," the institute director said firmly. "This kind of car does not meet our requirements at all."
The institute management considers that the car has fairly serious shortcomings that preclude even thinking about its mass production.
The contribution of designer Dolmatovsky and the Irbit Motorcycle Plant collective is that they were the first to begin to find the way to make a small Soviet automobile with a low-piston- displacement engine. But the "skeptics" prefer to exaggerate the defects in the models and prototypes of this automobile. ...
At one time the design department of the Molotov Automobile Plant was also given the task of developing a small automobile for special purposes. Designer Comrade Yushmanov produced at that time a very interesting automobile that had good readability and weighed about 500 kg. It is true that the car was intended for only two passengers. But with minor changes it could accommodate four. Although the car had definite merits and successful design features, it was treated very coldly at the former U.S.S.R. Ministry of the Automobile Industry. ... What is Comrade Yushmanov, the designer of this car, doing now? He, along with other designers, is absorbed in an urgent matter— the production of the ZIM-13, which must outclass all its predecessors. Of course, work on designs for larger cars cannot be stopped.
But we should not shirk the decision of questions involved in producing a cheap, small automobile.
Our designers cannot disregard foreign practice in developing new designs for automobiles with low-piston-displacement engines. The best of foreign practice should be made use of in both large and small cars. For example, several foreign automobiles use a carburetor that feeds gasoline in a vaporous state, which ensures its complete combustion. Such carburetors reduce fuel consumption by up to 20%. A device has been produced that injects fuel directly into the cylinder; the cost of this device is still very high, but other ways of solving this problem are open to our designers.
In several foreign cars the spring suspension of the rear wheels has been replaced by so-called independent suspension, which provides a very smooth ride. A new disk braking device is also being used. All this must interest our designers in their struggle to create the most improved and economical automobile. The introduction of substitute materials is very important for the transfer to mass manufacture of automobiles; such materials make possible a considerable reduction in the use of metal. The German Democratic Republic is producing automobiles with plastic bodies. It is time for a broader application of plastics in our automobiles too. We should begin now to make fenders, hoods and trunk lids from plastics. Unfortunately, the Moscow Plastics Research Institute has not been giving the automobile plants the necessary help. Production areas have been assigned for the mass production of plastic parts at the Gorky Automobile Plant, and equipment has been received, but the technical side is still far from perfected. ...

Letter to the Editor: WHEN WILL A CHEAP AUTOMOBILE BE PRODUCED?
(By N. Nikolsky, artist; L. Andronikov, fitter; and V. Levchenko, driver. Sovetskaya Rossia, May 21, p. 2. Complete text:)

Smolensk— In its issue No. 12 for 1957, the magazine Ogonyok carried an interview with Ye. B. Armand, chief designer for the Ministry of the Automobile Industry.
We were not satisfied with the interview.
The successes of our automobile industry during the last decades are common knowledge. It has given the country many trucks and passenger cars. But we also need a cheap, comfortable, economical automobile for two or three passengers. Now we learn not only that there is no intention of producing such cars in 1957 but that they are not even in process of being designed.
Designs for a four-wheeled motorized wheelchair are once again being drawn up. But what about the power-driven chair that was designed long ago at the Serpukhov Motorcycle Plant?*

* [ For an article on power-driven wheelchairs, see Current Digest of the Soviet Press, Vol. VHI, No. 52, p. 27.]

It was called the SZL low-piston-displacement automobile. It had a beautiful exterior and was intended for invalids, hunters and motor sports fans.

Pictures of two models of this miniature car were published in the magazine Sovetsky Soyuz [Soviet Union] No. 9 for 1956, as well as in 'almost all the country's newspapers. We were fools enough to think that at last a beautiful and comfortable miniature automobile would go into production. Why, then, will this miniature car be nothing but a power chair intended only for invalids, as Comrade Armand declares in Ogonyok?

Other countries have for some years been producing small, graceful, very economical and at the same time very comfortable automobiles for two, three and four passengers. The cost of such a car does not exceed that of the average motorcycle. We learned this from the magazines Tekhnika-molodezhi [Technology for Young People] and Za rulem [At the Wheel] and from other literature. The question is, why not make use of the best experience and practice of foreign automobile manufacturers?
How many years have they been working in Kharkov on the Progress motorbike, spending time and money and boosting the cost of this unpopular vehicle?

They seem not to be aware that our Czechoslovak friends have begun production of a highly economical motorcycle, the Pioneer. This is the lightest motorcycle in the world, develops a speed of 50 km. an hour and uses only one and a half liters of gasoline per 100 km.
The Party asks the people to make sensible and economical use of metal, electricity, gasoline, oil and other materials. Now measures for the further improvement of the management of industry are being put into effect.

These will permit new industrial potentialities to be found and made use of. And there are so many of these potentialities in automobile production!
A few words on the wasteful use of our motor transport. Why, for instance, use such an uneconomical and luxurious car as the ZIM for ambulances? Is it impossible to produce a small two- seater car for this purpose?

The amount of materials now used would be enough to produce several times as many automobiles as we are turning out at present if we adopted an economical approach.
To organize properly the manufacture of economical automobiles it is necessary to enlist specialists and rationalizers and to arrange open competitions for new car models.

We believe that the SZL low-piston-displacement power chair could be converted into an economical small automobile. It should be manufactured in large numbers to meet the population's demands within the next year or two.
It is to be hoped that our wishes and suggestions will meet with support and a businesslike reaction from the workers of the automobile industry.
